I had this happen to my Sons XBox its actually very simple to fix what you have to do is power down your xbox and make sure that the Network Cable is unplugged 

then plug the power back in and hold the eject & bind button (its normally just under the power button ) then press the power button while still holding the bind and eject you 

should hear a second beep once that happens release the buttons and then it should take you into the Troubleshooting Menu. You should then go to [code] xbox.com/xboxone/OfflineUpdate[/code]

and load the update on a stick you can plug that into your xbox and select Offline System update only your d-pad will work the joystick won't . If that doesn't work I would just use the option to reset this xbox
